Standards in Public Office Commission

The Standards in Public Office Commission (SIPOC) is an independent statutory body responsible for overseeing and enforcing ethical standards in Irish public life. We promote transparency, integrity, and accountability across all offices of public trust.

About the Commission

SIPOC operates independently of government to investigate complaints, receive disclosures, enforce codes of conduct, and publish findings relating to ethics in public office. The Commission acts in the public interest and its determinations are a matter of public record.

The Commission is composed of a Chairperson and ordinary members appointed in accordance with statute. All members serve in a personal capacity and are bound by their own code of conduct.

  • Receiving and investigating complaints about ethics breaches by public officials
  • Publishing disclosures of registrable interests and gifts
  • Conducting investigations into potential breaches of standards codes
  • Advising on ethical standards and issuing advisory opinions
  • Publishing reports and determinations following investigations

Independence: SIPOC acts entirely independently of government in the performance of its functions. No minister or public body may direct the Commission in how it handles individual cases.

Commission Members

Ordinary Member

Ordinary members participate in Commission decisions, investigations, and contribute to the formal deliberation process.

All Commission members are subject to the Ethics in Public Office Act and are required to make disclosures of registrable interests in accordance with the applicable code.

    Primary legislation establishing offences of racketeering and corrupt conduct in public and organisational life, and setting out enforcement mechanisms.

    Civil Service Code of Ethics ↗

    Sets out the ethical standards and obligations that apply to all civil servants, including requirements around conflicts of interest, impartiality, and use of public resources.

    Office Holder Code of Ethics ↗

    Governs the conduct of Ministers, Ministers of State, and other officeholders. Covers conflicts of interest, gifts, use of public office, and post-office restrictions.

The Commission maintains a public register of disclosures made by public officials in accordance with applicable codes of conduct. Disclosures are published in the public interest and may relate to registrable interests, gifts, or other matters.

Investigations

The Commission may open an investigation on its own initiative or following receipt of a qualifying complaint. The status and subject matter of all active and concluded investigations are published in the public interest.

Individuals named in investigations are notified and afforded an opportunity to respond. The Commission's determinations are published upon conclusion.
