Standards in Public Office Commission
The Standards in Public Office Commission (SIPOC) is an independent statutory body responsible for overseeing and enforcing ethical standards in Irish public life. We promote transparency, integrity, and accountability across all offices of public trust.
About the Commission
SIPOC operates independently of government to investigate complaints, receive disclosures, enforce codes of conduct, and publish findings relating to ethics in public office. The Commission acts in the public interest and its determinations are a matter of public record.
The Commission is composed of a Chairperson and ordinary members appointed in accordance with statute. All members serve in a personal capacity and are bound by their own code of conduct.

Commission Members
The Commission is composed of a Chairperson and ordinary members. All members are appointed independently and serve in personal capacities, exercising functions impartially and free from any external direction.

Anti-Racketeering and Corrupt Organisations Act, 2025 ↗
Primary legislation establishing offences of racketeering and corrupt conduct in public and organisational life, and setting out enforcement mechanisms.

Civil Service Code of Ethics ↗
Sets out the ethical standards and obligations that apply to all civil servants, including requirements around conflicts of interest, impartiality, and use of public resources.

Office Holder Code of Ethics ↗
Governs the conduct of Ministers, Ministers of State, and other officeholders. Covers conflicts of interest, gifts, use of public office, and post-office restrictions.
Disclosures Register
The Commission maintains a public register of disclosures made by public officials in accordance with applicable codes of conduct. Disclosures are published in the public interest and may relate to registrable interests, gifts, or other matters.
Complaints Register
This register lists complaints that have been reviewed and published by the Commission. Complainant identities are protected and are not disclosed.
Investigations
The Commission may open an investigation on its own initiative or following receipt of a qualifying complaint. The status and subject matter of all active and concluded investigations are published in the public interest.
